Gov. Arnold Schwarzenegger's 2004 - 2007 Record: 
Four Years of Signing Anti-Family Bills into Law

CCF does not support or oppose candidates for public office, and provides the following information solely for educational purposes.

Since replacing former Gov. Gray Davis in the 2003 recall election, liberal Republican Arnold Schwarzenegger has signed 20 anti-family bills into law. Scroll down the page to view a summary of these bills.

Arnold Advances the Transsexual-Bisexual-Homosexual Agenda

When he ran for governor in the 2003 California recall election, CCF and the media knew that Arnold Schwarzenegger supported homosexual adoptions, “gay rights,” “domestic partnerships,” and full tax funding of abortion.

True to form, when he was elected, Schwarzenegger let stand Gray Davis’ 1999 internal policy allowing the Department of Social Services to give children to homosexual men or homosexual women. Arnold is refusing to ensure children have both a father and a mother despite the overwhelming evidence that children need them. That’s why whenever you see homosexual men on TV with young children in their arms, you can thank both Gray Davis and Arnold Schwarzenegger.

What else has Schwarzenegger done to advance the “lesbian, gay, bisexual and transgender” (LGBT) agenda? 

• Governor Schwarzenegger hired Susan Kennedy (a lesbian activist, abortion activist and Democrat activist) as his chief of staff, telling Republican legislators they shouldn’t be upset that “she’s a lesbian and lives openly with another woman.”

• Arnold’s wife, Maria Shriver, hired homosexual activist Daniel Zingale, former political director for the Human Rights Campaign and Gray Davis’ liaison for transsexual-bisexual-homosexual activists, as her chief of staff.

• This year, Arnold did what no Republican governor has ever done – he officially supported homosexual-bisexual-transsexual parades.

• In another first for a Republican governor, Arnold helped raise $300,000 for the homosexual ‘Log Cabin’ Republicans in Beverly Hills this summer.

• In 2005, Schwarzenegger nominated Supreme Court Justice Carol Corrigan to the applause of transsexual-bisexual-homosexual activists.

• And on Sept. 29, 2006, Schwarzenegger appointed San Francisco Mayor Gavin Newsom’s chief attorney, who helped create homosexual “marriages” in 2004, to be a judge in that city.

Although he vetoed the homosexual “marriage” bill in 2005 and vetoed three school sexual indoctrination bills in 2006, Arnold Schwarzenegger signed every other transsexual-bisexual-homosexual agenda bill that reached his desk in the last two years. It’s something the homosexual activists openly celebrate.

On October 12 and 13, Governor Schwarzenegger signed the two school sexual indoctrination bills (SB 777 and AB 394); the bill awarding marriage names to unmarried couples (AB 102); the bill attacking religious conscience on sexual matters (AB 14); and the bill giving $3.2 million in taxpayer funds to abortionists through Medi-Cal reimbursements (SB 94).

Anti-Family Bills Signed by Arnold Schwarzenegger in 2006

Transsexual-bisexual-homosexual agenda bills signed:

AB 1160 Promoting Transsexuality, Bisexuality, and Homosexuality to Jurors
This new law will allow a party to a criminal trial or proceeding to request that the court instruct jurors not to allow “bias” based on “gender identity” (transsexuality and transvestitism) or “sexual orientation” (homosexuality and bisexuality).

AB 1207 Pro-Transsexual-Bisexual-Homosexual Campaign Pledge
This new law revises the voluntary candidate pledge, called the Code of Fair Campaign Practices, to prohibit a candidate’s “negative prejudice” against “gender identity” (transsexuality and transvestitism) and “sexual orientation” (homosexuality and bisexuality).

AB 2051 Promoting Transsexual-Bisexual-Homosexual Relationships
This new law will “promote healthy, non-violent relationships in the LGBT community” by requiring law enforcement and domestic violence councils to support and promote “healthy” transsexual, bisexual, and homosexual relationships.  

AB 2800 Transsexual-Bisexual-Homosexual Agenda in Housing Industry
This new law requires the promotion of transsexuality, bisexuality, and homosexuality in housing and housing related areas, including real estate licensure, mortgage lending, club membership, development projects, and community redevelopment.

AB 2920 Transsexual-Bisexual-Homosexual Agenda for Seniors
This new law will force California’s Department of Aging (within the state’s Health and Human Services Agency) to support and promote the “unique needs of the lesbian, gay, bisexual, and transgender seniors.”

SB 1441 Threatening Religious Values of Christian Colleges
This new law will award sexual activists a new, legal hammer to persecute religious colleges that accept Cal Grant students and religious daycare centers that accept CalWORKS childcare vouchers. SB 1441 prohibits “discrimination” on the basis of transsexuality, bisexuality, and homosexuality in “any program or activity…that receives financial assistance from the state.” There is no religious exemption. See CCF’s news release and the Fox News debate

SB 1827 Completing Counterfeit Marriage
This new law will require California’s income tax laws to equate homosexual partnerships with marriage between a husband and wife. Awarding homosexuals the last legal privilege of marriage under California law, SB 1827 requires registered “domestic partners” to file personal income tax returns as either “married filing joint” or “married filing separate,” setting up a direct conflict with federal law. AB 2560 Promoting Condoms and Birth Control Pills to Schoolchildren
This new law will set up a unit within the State Department of Health Services with the purpose of retaining and expanding school-based “health centers.” These centers will distribute condoms, birth control pills, and refer for abortions, pro-homosexual counseling, and suicide counseling – all without parental knowledge or consent.

Transsexual-bisexual-homosexual agenda bills signed:

AB 1400 Forcing the Transsexual-Bisexual-Homosexual Agenda upon Businesses
This law prohibits every business in California from saying “no” to transsexual, bisexual, and homosexual customers or clients in restaurants, motels, and “businesses of every kind.” 

AB 1586 Forcing Insurance Plans to Pay for Sex Changes
This law requires insurance companies -- thus ratepayers -- to pay for sex-change procedures under the new definition of “sex” from Penal Code 422.56: “Gender” means sex, and includes a person's gender identity and gender related appearance and behavior whether or not
stereotypically associated with the person's assigned sex at birth.

SB 565 Creating Homosexual “Marriage” in Property Tax Law
This law equates homosexual “domestic partners” to a husband and wife in the state property tax law by awarding domestic partners the oneness status previously afforded only to marriage between a man and a woman, thus avoiding a “change in ownership” designation upon the death of a domestic partner.

SB 973 Promoting Homosexual “Marriage” in Government Retirement System
This law requires taxpayers to fund expensive retirement privileges for homosexual “domestic partners” of state employees, equating marriage with homosexuality in yet another part of the law. 

Other anti-family laws signed by Schwarzenegger in 2005:

SB 644 Forcing Pro-Life Pharmacists to Support Abortion
This law requires California pharmacists to dispense the abortion pill RU-486 and the abortifacient “Morning-After Pill” and various contraceptive drugs and devices if the pharmacy stocks these drugs and devices. Employers can excuse pharmacists who object on moral grounds, but only if this accommodation does not produce “undue hardship.” 

AB 547 Encouraging Illegal Drug Use
This law authorizes city and county governments to create clean needle and syringe exchange programs for drug addicts at taxpayer expense. There is no evidence that this will stop the spread of HIV. Instead of creating lock-down programs that treat addictions as bad evils to overcome, AB 547 encourages and provides implied government approval for illegal drug use.

Transsexual-bisexual-homosexual agenda bills signed:

AB 2208 Forcing Insurers to Undermine Marriage
This law requires all insurance plans in California to give homosexual partners the same exact coverage, at the same exact rate, as a married husband and wife.  Further undermining Proposition 22, AB 2208 forced insurance companies to "provide coverage for the registered domestic partner of an insured or policyholder that is equal to, and subject to the same terms and conditions as, the coverage provided to a spouse of an insured or policyholder.”

AB 2580 Equating Homosexuality to Marriage
This law designates the “date of registration of the domestic partnership” as the equivalent of the “date of marriage” between a man and a woman, and makes other changes in the law equating homosexual “partnerships” to marriage.

AB 2900 Forcing Transsexual Agenda on Businesses, Schools, Foster Care
Among other things, this omnibus law transfers the definition of “gender identity” from the Fair Employment and Housing Act to the Labor Code, making it unlawful to “discriminate” on the basis of transsexuality in business hiring, hospital programs, the state military reserve, and school affirmative action recruiting and work study programs.  

SB 1313 Weakening Child Abuse Reporting Laws
Among other things, this law specifies that volunteers at schools and parks are not “mandated reporters” who are required to report suspected sexual abuse. SB 1313 also removes a pregnant minor from the list of required reporting of suspected sexual abuses, this despite most cases of pregnant minors being the result of statutory rape.

SB 1234 Promoting Transsexuality, Bisexuality, and Homosexuality in “Hate Crimes”
This law redefined “gender” to include transsexuality and cross-dressing throughout the California Penal Code, and established more of the subjective hate-crime agenda which infringes upon free speech and values certain people as more worthy than others. SB 1234’s lack of definition for “interfere” and “intimidation” potentially means $2,000 fines, six months in jail-time, and even higher civil court fines for a person outside an abortion clinic holding a sign, a protester at a political convention, or someone at a pro-family event outside a legislator’s office.

SB 1159 Allowing Pharmacists to Promote Illegal Drug Use
The law permits heroin addicts to buy drug needles without a prescription, and decriminalizes previously unlawful needle possession. Similar bills were twice vetoed by former Gov. Gray Davis.
